They succeeded in discreetly exterminating the dogs. Near where I live is a compound with many foreigners, and a worse dog problem then here. I came here looking for a way to exterminate them. A new path was recently built to provide access to a deep portion of rice field, but the dogs have taken it over, so no one will use it. I, while a dog lover myself, understand that these dogs are dangerous. This is a big deal, and in no way are they "man's best friend". As to your comment on animal shelters? Hahahahaha! I hope you're not serious, that is so far from reality. I have heard stories from friends of dogs stealing food from local hospitals. Without resistance, the packs become large and healthy. Most people here are afraid of dogs, which doesn't make it better. They live in packs, stealing food from people's homes, intimidating those who cross their territory. Here (Note: I am American, but have lived in BD for many years) dogs are a nuisance. The most popular in fact, and many if not most people are fond of them, and I don't think stray dogs are very aggressive. I'm not sure, with all due respect, that the author of this article fully understands the attitude towards dogs in India, Bangladesh, and similar areas.
That said, I can't know what it's like to deal with them the way you are. I really do find the idea of killing dogs a sad one. Again, all of this was intended to point out that we (in the US) really don't know the circumstances that inspired asking this question. When a creature is out of control and causing damage to people's livelihood, it's harder to think of it as cuddly and worth protecting. I included comparing rats here with dogs other places in hopes this helps provide some understanding. I also tried to point out condemning people based on that view without knowing more is a poor way to function. I brought up the idea that here in the US, we have a very specific view. If you read the whole post, assuming I explained myself well, you'd know I was trying to point that out. Perhaps I did not explain my thoughts very well. I don't understand the attitude toward dogs in other parts of the world. What you just outlined is exactly my point. In the second part, I added more thoughts. Your response seems very appropriate to that. My initial response to the question at hand was from a "western" perspective.

Just put the dog in a box, attach the box to the exhaust of a car on idle, and in five minutes it's done. Carbon monoxide is the easiest, least painful, and most humane way. Know, though, that I do not normally advocate poison.
